Abstract

This article aims to demonstrate that the waste management is a public service whose realization corresponds to the Mexico City’s Government and Delegations. Later it is stated what authorities are specifically responsible for the provision of the service, according to the law. The law is contrasted with the daily practice, evidencing the existence of informal economy workers in several stages. Additionally the article establishes the labor rights of waste management public service workers, according to Mexican and international law, making visible the violation of the right to work of voluntary workers and scavengers, in which the government incurs as an employer. Both lack of recognition as workers and labor rights, subsisting through informal recycling.
