National Registry of Complaints for Human Rights Violations: a proposal

Abstract

The purpose of this paper is to propose the creation of a National Registry of Complaints for Human Rights Violations. Its object is to create statistics of the complaints presented to the human rights commissions, to help government authorities to articulate decisions on the matter, such as the adoption of public policies, or strategies. Although it is true that the complaints are not consummated violations, they can be helpful to identify patterns and expose the perception of citizens on this matter.


The importance of this Registry responds to the fact that there is currently no database or indicator, in real time, of the complaints of human rights violations that are presented before the human rights protection organizations, making it impossible to measure their incidence.


After an analysis of the databases and information from government, academic and civil society associations, is identified the lack of a registry that integrates month by month the complaints.

Licenciado en Filosofía por la Universidad del Claustro de Sor Juana, maestro en Derechos Humanos y Democracia y candidato a doctor. Docente en la Universidad Panamericana campus Ciudad de México. Actualmente es consejero de la Comisión de Derechos Humanos de la Ciudad de México y se desempeña como director de investigación del Instituto Nacional de Ciencias Penales.
