Reflexiones sobre la reforma constitucional del 10 de junio de 2011

Abstract
This article analyzes the constitutional reform of June 10th, 2011. We studied the rules that were recently included in the Constitution, and we analyzed if they really incorporated new rules in the Mexican law system, or well, if those changes didn’t modified the preexisting rules regarding human rights. We conclude that, in general, the reforms just constitutionalized several rules that already were incorporated in the secondary legislation. As such, we affirm that the problems that our country has regarding human rights protection are not a consequence of inappropriate or incomplete rules, but due to the dissociation between the rules and their enforcement.
