Abstract

Within the rule of law the action of armed forces must have limits to ensure that their actions would not constitute an arbitrary or unreasonable exercise of power to bring as a result violations of human rights. In this sense, this paper presents a legal and case law analysis, both national and inter-american, to define the scope and limits of military actions in the light of concepts such as citizen security.
