Quality of the Ombudsperson’s Recommendations

Abstract
The paper explores the concept of quality of the Ombudsperson’s recommendations. The attributes of this quality are identified, along with the indicators and minimum variables that can serve as a basis for constructing a methodological instrument for assessing that quality. As a justification for the research, it is argued that look after the quality of the recommendations
is an essential aspect to consolidate the discursive legitimacy of the Ombudsperson. This legitimacy refers to the authority and credibility that society ascribes to Ombudsperson based on their contributions to the democratic dialogue on human rights.
