Autonomy and effectiveness: the dilemma of the ombudsperson system in Mexico

Abstract

Within the framework of three decades of the classic figure of the ombudsperson in Mexico, this work aims to reflect on the matter of autonomy of the human rights national 
comission to achieve effectiveness in the exercise of its faculties since this allows to achieve greater legitimacy, moral authority and social incidence. By way of example, some of the CNDH´´  s powers are reviewed, such as the actions of unconstitutionality, recommendations for serious violations, special reports, guarantees of non-repetition and public policies.
