The Housing Ombudsman in Mexico: a proposal for the sectorial rights defense

Abstract

This paper analyzes the viability of strengthening the non-jurisdictional sectorial human rights protection model in Mexico through a housing defense institution. For that purpose, this research explains the lack of protection that various population groups in Mexico have suffered in their attempt to access to a housing due to the abuses by companies and authorities. Furthermore, the feasibility of the current constitutional text that recognizes the right
to housing in Mexico is evaluated. Likewise, a comparative law study is conducted to learn about the experience of other societies regarding the sectorial protection of the right to adequate housing.

Profesor investigador de tiempo completo en la Universidad Juárez Autónoma de Tabasco (México) y profesor invitado permanente en los programas académicos de Berg Institute (España).
