Integral reparation of victims in the Commission National of Human Rights Recommendations

Abstract
Taking into account the purposes for which the National Human Rights Commission (CNDH) was created in Mexico, it focuses on the restitution of violated rights, the non-repetition of the acts that violated them and the reparation of the damage caused to the victims. This paper examines the impact of the CNDH´ s recommendations on such restitution, through integral reparation, as an essential aspect without which the CNDH´ s work would have a
limited impact on the protection of human rights. We start from the hypothesis that the performance of the Commission and the impact of its recommendations on the safeguarding of human rights have allowed a large number of people to access justice, who otherwise would not be able to safeguard their legal sphere, despite the short time that the CNDH has been in office. However, to date, in the case of gross violations, it is still difficult to talk about integral reparation. This is a dogmatic theoretical research, methodologically supported by legal hermeneutics and epistemology, using the review of specialized literature
and case studies as the main techniques, which allows us to support the results obtained.
