Mexico's nominations for international human rights treaty bodies

Abstract
One of the most relevant manifestations of a State's foreign policy on human rights is that expressed when national candidates are proposed for membership in international protection bodies. The process of selecting profiles, the selection and subsequent promotion of those elected, is undoubtedly a reflection of the priorities and emphases of human rights foreign policy.
When a State proposes, promotes and selects qualified profiles, it is making a decisive contribution to the strengthening of the international human rights regime. On the contrary, when profiles are not suitable, the regime is weakened and becomes more susceptible to external pressures.
This work is an approach to the national selection processes in Mexico for the nomination of candidates before specific mechanisms of the United Nations and the Inter-American System for the Protection of Human Rights. It is a first systematization and an initial analysis of internal practices in the field, which seeks to promote discussion of these processes.
