Situation of human right to water in Mexico City in COVID-19 times

Abstract

The recent impact of the SARS-CoV-2 coronavirus and its disease (Covid-19) came to demonstrate both the vital need for access to water for the population, as well as the lack of access within the territories. This research aims to expose the context of water in Mexico City, considering aspects such as coverage, availability, quality and affordability of water in Mexican capital homes. It also analyzes the cases of complaints for violation of the human right to water and sanitation in period 2012-2019 and, finally, the governmental actions implemented during the health contingency. Despite legislative, institutional and budgetary advances to improve public service, a large part of the people who live in Mexico City are vulnerable, making it is essential to strength water policy with governance schemes to achieve a true guarantee of the human right to water.

Licenciado en gestión ambiental por la Universidad Juárez Autónoma de Tabasco. Se ha especializado como investigador y columnista en materia de política hídrica, así como en el derecho humano al agua y al saneamiento. Ha participado en proyectos con Oxfam México, ONU hábitat y la Fundación Friedrich Ebert. Actualmente colabora con las organizaciones Human Right 2 Water, con el World Youth Parliament for Water y con la red WATERLAT-GOBACIT. También es miembro de la Red Mexicana de Cuencas Hidrográficas (Remexcu).
