Access to the Human Right to Water and Sanitation in the context of the COVID-19 pandemic in Mexico

Abstract
The article is made up of two general components, one descriptive and the other critical. The descriptive section refers us, on the one hand, to a synthesis of what the human right to water and sanitation (DHAS for its acronym in Spanish) is and how it is currently regulated in Mexico; on the other hand, a synthesis of the pandemic by COVID-19, origin, health and social problems, and government measures is exposed. The critical section refers to the description of institutional failures for the implementation of DHAS. We conclude with suggestions of what the government should do shortly at its three levels (vertically speaking) and in all its horizontal strata.
